This is a reminder / TODO issue for when the time is right.

Dependent on flux-framework/flux-accounting#353 being completed and in the wild first and we have confirmation all is good.

note, could also close #3136 after this is done

job-archive: remove module

Problem: the job archive module is no longer needed now that
flux-accounting maintains its own historical job record internally.

Remove job-archive, its tests, and its documentation.

Fixes flux-framework#5288
