Fragility Functions

This repository contains the ATC Fragility Functions in JSON format converted from XML files distributed with FEMA PACT. The conversion was done using the xmljson python package using the Parker convention. This convention ignores any attributes in the XML file. It seems currenlty this only affects the version attribute which is set in all files to 2.0. We may have to add this attribute later, if needed.
