Native resolver refactoring

Library Resolver Update (v0.3)

Plugin deployment update.

This fixes the plugin deployment mechanism. No actual plugin code changes were made. Going forward, the plugin will no longer be published to Bintray, but only to the Gradle plugin repository.

JVM version bug fix

This should actually fix the JVM version issue #9.
