Integrate ARIS data

Companion to: https://github.com/NREL/resstock-estimation/pull/381

Update housing characteristics for Alaska using ARIS dataset. Explicitly model wood heating for the national.

The TSVs in red are updated/created and the rest changed due to downstream impact on sampling probability and sometimes due to addition of new options upstream. Total of 34 TSVs are created/changed for project national.
