Migrate to OSGeo Infrastructure
After many years of support from OpenPlans, OpenGeo, Boundless and then Planet Federal we are now in a position to migrate to OSGeo infrastructure.
GeoCat has offered to host a jenkins build box for the project.

- Juan: to setup VM and Jenkins
