GSIP-142 resulted in a two months delay of the GeoServer 2.9 release. Compensate for the delay by reducing 2.10 and 2.11 releases to a 5 months cycle.

The two current months delay accumulated in 2.9 moved the releases to November and May. This has awkward consequences for the autumn (northern hemisphere) release since:
- It mis-aligns us from FOSS4G enough that we won't be able to make a beta/final release during it
- Makes it harder to find volunteers as it places the release too close to the end of year crunch
Compensate for the delay by reducing the 2.10 and 2.11 releases by one month, bringing 2.11 back to March and 2.12 to September. The updated schedule would be:
