COMPETE with position specific concentration

Built upon v0.9.0, this version added the capability to specify a position specific concentration for each DBF. This allows to turn certain DBFs off at certain positions (by setting the scaling factors to be 0 at those positions). For example, in Zhong et al., 2014, TATA was turned off at all sequence positions except at TATA-boxes.
