Submission Evaluation View for Evaluators

User story

As an evaluator, in order to evaluate a submission, I would like to be able to interact with the evaluation form along with the submission information I'm evaluating.

Acceptance Criteria:

• Within a submissions detail view for an evaluator, an evaluation form is displayed along with the submission materials
• An appropriate evaluation form is displayed, based on the challenge and challenge phase assigned to the evaluation form by challenge manager
• An evaluation form contains information, fields and scoring options as setup by the challenge manager via the evaluation form creation workflow
  • Each criteria are displayed in an accordion and the criteria fields can be expanded or collapsed
• Post MVP: Non-gov evaluators' evaluation views have submission materials removed, only form scoring options are
  • Non-gov evaluators can not access the Submission materials via link that opens in a new tab for gov-evaluators ("Open Submission Materials in a New Tab")
