Import terms from Ethereum.org Translations' Glossary

Thank Sunny Cheng for sharing a copy of the glossary used in the Ethereum.org translation.

The glossary is in TermBase eXchange (TBX) format, which is an XML format.

In this PR, I did the following.

1. Add translated terms to "terms.toml" so that the new terms can be seen on the website.
2. Added a parser to parse the tbx file. I didn't check in the glossary in the PR. In case the glossary gets updated in the future, we can use the parser again.
3. I added the list of untranslated terms in untranslated.txt. We can translate them in future PR.

I did a quick cleanup on the terms parsed from the Ethereum.org Glossary. Merging for now.
