Воспроизводится в сценарном тесте:

https://github.com/swalrus1/ydb/blob/tiering-ttl-scenario-tests/ydb/tests/olap/scenario/test_alter_tiering.py#L427

  1. Включается тиринг: Interval("PT1S") TO EXTERNAL DATA SOURCE ... ON timestamp
  2. Записываются данные со старым timestamp

Ожидается, что новые данные будут вытеснены, но они не вытесняются. Повторный запрос на включение тиринга приводит к вытеснению.
