Introduced functionality to fetch document details based on a provided ID in the PublicGateway class. Additionally, created the initial Django migration to define the `PublicGatewayCache` model. Updated the HTML template to reflect the changes and added the `id` field to the configuration class.

Removed construction-data.csv from the orp_search directory. The file contained deprecated safety and regulation guidance for various construction topics, which are now available in updated formats elsewhere in the project.
