Upgrade to Tuva package v0.10

Resolves #63.

• Added mapping for data model changes
• Updated package version range
• Updated dbt version in github CI test workflows, and removed old tests for unsupported dbt version

How has this been tested?

Ran dbt clean, dbt deps, and dbt build --full-refresh.
