What does this PR do
Build macOS binary for both arm64 and amd64, closes [CI] Build and Test arm64 natively #678.
By the time of filing this PR,
macos-latestis arm-only, and for public non-large runners,macos-13is the ONLY macOS runner that is still amd64.Bump Linux runner to
