Improve Live test times by 4 minutes on my workstation. Theoretically, 12 minutes in CI. Also fix a race condition with POST `/DreamDaemon`
Also partially fixes case of non-github owner/names
Add support for nullable reference types in `Tgstation.Server.Host`. Use the RobustToolbox watchdog API to shutdown OpenDream
