Starting Snapshot 1.2.7 (#75)

* libphonenumber 8.13.43 made change to German mobile 017x number range length check.

Previously all have been identified as variable 10 or 11.
Now 0176 is identified as 11 but not 10 - while all the others are still variable identified, but then only 10 would be correct.

Addapted tests.
