Summary

The code is above is a MATLAB project used for conducting image processing on car plates. It doesn't utilize any machine learning. It doesn't use any ocr(), therefore it is extremely inaccurate when it comes to identifying the text, however, it fulfills the purpose of identifying the locations of letters in car plates, as well as saving the letters as individually cropped images.
