SearchWorks Version 3.1.12

SearchWorks version 3.1.12 includes a few minor back-end changes as well as a few user facing changes.

User facing changes

1. Make TECH-DESK non-requestable (Issue #1273 | PR #1281)
2. Updated the URL to the Yewno service (PR #1282)
3. Close Requests Modal when clicking particular Cancel buttons within the request app (PR #1283)
4. Update the Request link text for mediated on-site access libraries (Issue #1275 | PR #1284)
5. Add a new ARS Location (Issue #1280 | PR #1287)
6. Add 4 new RUMSEYMAP locations (Issue #1285 | PR #1288)

Back-end changes

1. Renames deployment environments to be in-line with departmental standards (PR #1271)
2. Add OK Computer app monitoring (PR #1278)
3. Switch from Squash to Honeybadger for error reporting (PR #1279)
4. Add a flag to the holdings/availability endpoint that allows for omitting the live lookup to symphony (PR #1286)
5. Add a new preview deploy environment (PR #1272)
