docs: stages

Refactor the book to make it more clear the stages of deploying op-succinct. First, run the cost estimator, then run the mock setup, then run the full setup and finally upgrade the L2OutputOracle.

Reorganize the advanced section and update the associated environment flags.

Change fetch_rollup_config to source all of the variables in the config from the environment, rather than having users manually set it within the .json file.
