Upgrade Chaos to 0.9.0 (d2iq-archive#5561)

Chaos 0.9.0 targets Jackson 2.8.9, the same version targetted by Play
Json 2.6.6. Also, Chaos 0.9.0 is cross-built with Scala 2.12.
