Fix the TAG boilerplate for pubrules

Tested on the Design Principles note with

There aren't any pubrules for NOTE-EDs, so we can do whatever we want there, but it seemed good to mostly use the same text as the more formal statuses. I didn't update the plain ED status: in theory it's for REC-track documents, but the TAG doesn't publish those, so we might want to remove it. I also removed the WG-NOTE statuses since bikeshed rejects those.

@ylafon, could you check if I've missed anything? I'm hoping this makes it easier/possible to autopublish the Design Principles.
