На некоторых сетях ТТС не помещается в пропускную способность и вызывает тротлинг. Этот PR позволяет клиенту "отписаться" от ТТСа со стороны сервера.
Обычное игнорирование пакетов со стороны клиента ни к чему не приводит, ибо они всё равно нагружают сеть.
