This PR is a first stage of adding black.
Files that get a lot of changes are ignored for the moment.
Though, a good chunk of single quotes are replaced with double quotes.
Over time, the exclusions should be removed when ever the relevant files are to be changed.
PyLint also seems to have gotten a new rule, which is disabled for the moment.
