A Pull Request to add a new rule - that I needed to add on my side - in order to monitor Kubernetes jobs which do not start for more than 10 minutes (for instance if the resource quota is full).
A bit similar to rollout stuck rules.
First PR here, so I hope I did not make any mistake but feel free to give any suggestions/feedback! :)
