Fix many of the arch linux packages in base.yaml (#42206)

* Fix many of the arch linux packages in base.yaml

- Lots of missing arch packages are added
- Packages that are no longer exist in main repos (core, extra) but in aur placed in aur block
- Some incorrectly-named packages are fixed
- A few obsolete packages are removed (e.g. qt4 packages)

* remove all aur packages
