elinks-lite or ELAJT.EXE are no-js versions. For DOS and Windows I recommend to start from batch file. For example el.bat which is included in zip files. Windows binaries worked for me under wineconsole, I was not able to run them on real Windows.

elinks with curl enabled lets you check HTTP/2 or even HTTP/3, but sometimes exits.

State of js: I can login to my router, but I wouldn't risk changing anything there, especially passwords. Other scripts rather do not work, or even can crash the browser.
