Upgrade Rails to 4.1.16 to avoid vulnerabilities as well as other flagged gems. There are still some deprecation warnings with Formtastic to be sorted out, as well as general cleanup

Opening this for general review, but haven't gone through it in detail yet. Upgrades Rails to 4.1.16 to address some vulnerabilities, and upgrades some other gems as well that have issues including Paperclip and Sentry Raven. Progress on #119
