Rename package directories to match chart name #1032

While doing scripting to answer questions that I/others have about the partner charts repo, there was something that got in my way. Typically (and this PR corrects one case where this is not true) a package has a directory at the path packages/<vendor>/<chart>. The problem is that the value of <chart> in that does not always match the name of that chart once processed and put in index.yaml. This makes scripting much more difficult.

This PR fixes this problem. I also intend to introduce code to partner-charts-ci to check this.
