As we haven't merged GH-15397 in time, let's at least correctly specify the required version in the coding standards. I'll also update https://www.php.net/manual/it/install.unix.php accordingly.

Of course, sounds ok to me. And that bumping Autoconf to 2.70 or even 2.71 is probably a long overdue and can/should be done on the master branch then in another PR.

The page to update is actually https://www.php.net/manual/en/install.unix.source.php now. (The Italian translation is out of date relative to recent re-structuring of the install instructions.)
