I opened the link: https://www.ovn.org/en/releases/changelog_v24.03.2 and I found that the file is missing.
Am I correct in assuming that this is a manual task?
I opened ovn-org/ovn@v24.03.1...v24.03.2 and manually copied every commit from bottom to match the order of other files.
I tested locally:
