Remove obsollete tag, fix ExcludeArch and remove conditions for older distro than Leap 15

Tried build on leap 15.6 aarch64 :) Which has disabled tests ... Then looked into script, and found it has direct dep on YAML::PP What i don't understand why are test running on leap 15.4 and 15.5 on aarch64 and ppc64le architectures |
