Updates the performance scraper to run hourly but to do nothing between 10pm and 6am the next day
Probably won'f trigger the job to run every day to begin with, probably just every hour on a Wednesday (0 * * * 3)
We currently have 541 active athletes so we'll end up checking ~34 every hour
