Update inress-operator + codegen to go 1.18

Description

Update ingress operator to go 1.18, re-generate codegen with make update-codegen.

Motivation and Context

• I have raised an issue to propose this change (required) Update CI and Dockerfile to use Go 1.18 #57

How Has This Been Tested?

make verify-codegen + all unit tests passed
