Added Dragon Relations: Dynamicists Effect: hunt catpower cost -10, trade catpower cost -5, Orbital launch catpower cost -50% Changed Lizard Priests: Manuscripts give some faith while reducing manuscript from them. Removed uneeded comments

Added Dragon Relations: Dynamicists:
Effect: Hunt catpower cost -10, Trade catpower cost -5, Orbital launch catpower cost -50% (this way you can complete BSK+ Atheism with much less paragon.)
Changed Lizard Priests: Manuscripts give some faith next to culture. while reducing culture from them by 25%(same multiplier as tradition)
Removed unneeded comments.
