use kustomize/v5 to drop deprecated patchesStrategicMerge

kustomize complains that `patchesStrategicMerge` is deprecated, and its use should be fixed. The following commands were issued to address it: ``` $ make kustomize $ cd config/manager $ ../../bin/kustomize edit fix ``` Signed-off-by: Niels de Vos <[email protected]>
