I would put the acronym (IGRA), on the title and then omit it in the description, i.e Integrated Global Radiosonde Archive (IGRA) ... and then the description: Aims to be an input to air pollution models, for ... and also add the acronym to WMO's title.

Also, could you please squash the commits together, you made two commits that are the same. Also, I would change the commit name to be more descriptive than Update README, e.g Add WMO and IGRA.
