Improve docs for upgrading the Java Agent and adding Java Agent APIs #16710

Add a new step for upgrading the Java Agent if the customer is using any of our APIs. Also remove references to using the API jar and instead refer to build tools like gradle.
newrelic/newrelic-java-agent#1824

In addition references to upgrading newrelic.yml are removed as newer agents will still support such changes. Plus the process to compare the customer's config file to the new one can be confusing as the comparisons will have their own changes mixed in.
