This fixes build of libbpf as external project within netdata.
This PR is created against
netdata_patch_1_4_3as this is what netdata 1.46.3 uses; please tell me if you want this PR against any other branch (or against the upstream). But in any case, this needs to be backported as this is causing actual build breakage.
