The goal of the 1.0.0 release is to stabilize most of poethepoet's the internal abstractions and APIs so that some of the interfaces them can be opened up for extension with plugins. Breaking changes (already rare) should become even less frequent after this. This implies that major capabilities that are considered part of the original concept should be included.
