  • Update release process CI with release-please workflow instead of release-plz

Why βœ‹

  • release-plz after testing was proven to be working only if packages released to crates.io, a new solution is implemented for the general case when we don't need publishing.

@dutterbutter , let's also discuss release generation and tags when you have some time to make sure everything is in order.
