This is testing what will happen with just a straight merge of PR 8552, which has some extra commits included as the result of merging the master branch into the fixdatetime.datetime.utcnow branch.

replace datetime.utcnow() with datetime.now(datetime.UTC)

CI failures appear to be an issue resolved by existing changes to the master branch.
