## WHAT - 30個以上のPRが一度のリリースに含まれると、Releaseが複数できちゃう問題の解消 - ラベルがなくてもReleaseノートに入るように修正 - hokuto-appだけでなく、 zefyr, hokuto-functionsもReleaseノートに入るように修正 - リファクタ ### リファクタリング - 選択されたmilestone obectを取得する処理を `fetchTargetMilestone` に分離 - 特定のmilestoneに該当するPRなどを取得する処理を `fetchIssues` に分離 - issues を引数にすると変更点のdescriptionを吐くような`createDescription`を作成
