To provide peace of mind and prevent regressions it would be good to create a basic test for CAS feature as it is not trivial to test it without prepared env.

Scope

• create a test with the following setup:
  • run two validators
  • stop the second validator (or otherwise prevent it from running checkBridge)
  • push network to the next period
  • verify that no period is submitted within the next blocks
  • start the second validator (or otherwise make it run checkBridge again)
  • verify that period was submitted
