docs: Build on Ubuntu 22.04 and use Python 3.11

There's an import error affecting urllib3 2.0 on the current environment: urllib3 v2.0 only supports OpenSSL 1.1.1+, currently the 'ssl' module is compiled with OpenSSL 1.0.2n 7 Dec 2017. See: urllib3/urllib3#2168 This change applies the solution recommented at readthedocs/readthedocs.org#10290 (comment)
