Fix some broken links

• The ioosngdac wiki is archived and we should guide people to the new glider-dac site.
• Fixed the renamed pacioos dataset_id.

There are a few references to http://sos.maracoos.org/stable/dodsC/hrecos/stationHRMARPH-agg.ncml in the README that are also broken. I'm not sure what would be a nice replacement for that URL.
