This is a WIP.

This adds the new enhanced version of make-install-plan.

TODO:

change load-cabal-plan.nix to read the new output
change call-cabal-project-to-nix.nix to use the new version of make-install-plan
remove the old version
remove other nix-tools that we do not use.
