This pull request updates the Dockerfiles for Fedora 38, Fedora 39, Debian 10, Debian 11, Ubuntu 20.04, Debian 12, Ubuntu 22.04, and Ubuntu 24.04. It also removes the container-release-centos-7.yml and centos-7/Dockerfile files, as well as the workflow_dispatch from the container release files.
