Migrate Node-RED config out of Home Assistant config folder #1729

Proposed Changes

This PR moves the Node-RED configuration out of the Home Assistant configuration folder, into its own dedicated public folder specifically for Node-RED.

This also ensures that backups will contain the configuration of Node-RED 🎉

While we do handle the migration, I still marked it as a breaking change.

Drafting, thinking about maybe removing a layer (put the config into /config directly, instead of /config/node-red.
