why did we needed to make this change in the first place? is grpc/protobuf broken on 3.9? is fal broken on that version? this PR creates more questions than it answers (how does it fix the CI breakage)

The integration tests were failing and updating to 3.10 fixed them. But then it looks like we realized tests were failing because of infra issues in our staging deployment. This PR will be reverted.
