processing KuKa radar data for my MSci project

contains:

initial notebooks for nearest neighbour search and statistical analyses
notebook to build and set up basic neural network
later notebook with neural network including preprocessing echoes to align air/snow interface and remove repeated echoes

need to add travis CI to build final report from .tex
