This basically took all the guts from edgedb/edgedb#7475 and moved it into its own standalone repo/extension package using the WIP machinery from edgedb/edgedb#7738.
(I then added a commit to edgedb/edgedb#7738 that backed out all the stuff that got copied here.)
For whatever reason this won't let me tag Victor in the issue or for review.
